![]() While subsequent events may not have developed as we would have wished, there cannot be any doubt that all responsible political leaders, both North and South and in the United Kingdom, remain committed to achieving the aims of the Good Friday Agreement. ![]() The Government had just made the necessary declaration under Article 29.7.3ยบ of the Constitution bringing the new Articles 2 and 3 of the Constitution into effect and a devolved power-sharing government was in place in Northern Ireland demonstrating how diverse and conflicting views can work together in a democratic and accountable forum. When I introduced this Bill in the Seanad on 8 December last, it was at a time when the processes and institutions established by the Good Friday Agreement were beginning to show their potential to bring positive changes and opportunities to the lives of all on this island.
